a Windows installer for 0.96-pre5 is available.
Please install GTK+ 2.10 before running the dia installer:
http://downloads.sourceforge.net/gimp-win/gtk%2B-2.10.6-1-setup.zip
Then install Dia:
http://downloads.sourceforge.net/dia-installer/dia-setup-0.96-pre5.zip
