The program was written this way and it is apparently difficult to change
and offers little utility.

Oh, why? It's not much of a problem for myself, but I'd imagine it should be
controlled by "Preferences - length unit".

If you color the page break lines to something other than the background
color, then you can see how it will print on the page (does not represent
whatever margins you have set up). Go to File/Diagram Properties/Colors to
set this.
