can't say if there's a Windows way to do this, but I can say you will be much happier converting them to png rather than to jpg. No loss, not blur, no graininess.

diaw.exe is made for Windows interactive use. dia.exe provides a
commandline interface. Try
dia --help
to see detailed information how to export e.g. JPG files on the commandline.
