You should be able to get as far back as 2.18 going forward with these URL

Just change version number in url.
Though upgrade from version to version used to have upgrade notes on bunch
of things to be done first.

Yes I find version 18 onward, but can get 16, 17. Need upgraded war file.

To download an old war file, I found that we can download to the version
2.18 https://www.dhis2.org/download/releases/2.18/dhis.war.
For the older, I guess you need to checkout the code from Launchpad site
and build it yourself.
