This was change quite some time back. The default filter operator is now
AND, which means that query will not work. You have 2 options:

It seems the “Import/Export” Apps has several bugs. I am not able neither to
import new org units through csv files while we have done it several times.
I have tried to import 2 test org unit in the demo instance (see csv attached)
and it is not working neither….
