There are few causes for this.
First of all, check whether you put any aggregation level for these data
element or not. If so, correct/remove it by editing data elements. If that
is not the case, we may may look for other causes.

on a per month basis. Municipalities are group based on their respective

I am just saying that programs are assigned to orgunits, just like datasets
are assigned to orgunits. So you have to remove such assignments before you
can delete the orgunit. The same is the case for ou groupmemberships.

Things to check include datasets, orgunit groups, datavalueaudits,

There are a lot of issues under jira of DHIS2. Usually developers are busy
and it takes time solve issues.
One of the way is to *vote* for an existing issue (located on right side of
an issue) for getting more attention.
