We had an issue with a jQuery upgrade earlier this summer, which caused
problems for the same kind of inputs as you are having trouble with now.

I am working on 2.27
Moving authorities from the left to the right.
So the authorities that were already existing on the right are
automatically moved back to the left on clicking updated.
And only newly moved/updated/selected ones stay on the right.

Do you have the server logs from when the push analysis was running?
If nobody received any emails, I would assume either the email server was
incorrectly configured, a problem with the usergroup or users not having
email registered in the system.
