We have created a data element of type file in an instance of dhis and
configured it to sync it with the other instance. It is syncing all other
data elements but not the file type. All it is showing is loading file
failed. We have tried this in 2.21 and trunk but it did not work.

But this job of manually selecting org/units and also working with browser
loading DHIS2 is time consuming and not efficient. Better way is to work
with apis. Just post data and you are done. It would work more than 10
times faster.
