Yes it can be in the dashboard or part of the data elements in a stage.
Looking forward for its implementation in the program rules, because I
think its relevant even for other indicators

This can be done with program rules, but is not supported in the rules editor
yet. I can compile a 'rule package' that can be posted to the api that gives
this behavior.
