Yes, we do have fixed relationships within those categories, so this works
for us!
This implementation is much safer as well since it will not require a data
entrant to filter through the different categories.

yes it should be possible to set this up in DHIS 2.
In your case, if you create all 4 as categories you might end up with a
very high number of option combo permutations.
