Currently, the orgunit selection is really geared towards data entry.
What it is not geared towards is reporting. Here in Zambia, we would
like to authorize users to have data entry access to their districts
facilities, but have reporting access to aggregate data from other
districts.

straightforward. If you have a situation where a user need to enter
