Remember that tahoma and arial are proprietary fonts which don't exist
by default on Linux.

Hi Thanh,
that's what the solution with multiple styles is for. You can modify
the "vietnam" style found under
dhis-web-commons-resources/src/main/webapp/dhis-web-commons/css/vietnam
in any way you like, the font-family is at the top of the vietnam.css
file.

LiberationSansRegular is too complex to be a default font in dhis2
In the case of Vietnamese it looks even more problemtatic. I suggeest we
use simple font like Tahoma Arial or Sanserif
