Hi, Stanley. Yes, the Tabuar Tracker Capture app does not list all the TrackedEntityInstances (I will call it TEI in this email) (Person?) with empty events for the orgUnit. It was primarily designed for fast event data search and event data entry. It is more of Event based rather than TEI based.
