You are right, unfortunately it is not working - we will try to fix it.
In the mean time, you may have to go back to 2.22 (before the Maintenance
app was introduced). You can do this by going into the webapps folder and
delete everything, then download a new dhis.war file from the link
The screenshots 1 and 2 is coming from a discrepancy between the latest
build on the dev server and the latest built tracker capture from git.
This problem will be resolved with the next deploy.
The problem in screenshot 3 should be fixed with the latest 2.23 build.

This is an issue with Postgres specifically and is therefore not related to
the JVM. Most likely it is failing to temporarily store data during a big
query due to low capacity.
If you have plentiful physical capacity on the disk you could have a look

there any failed requests (network tab) or exceptions (console tab)?

I've just transferred that ART instance to another laptop - it runs without
problems.
Note also that we have a number of other 2.23 instances running on our
servers without problems.
SOMETHING is stopping those sub-apps from launching - it's almost like it
don't know where the find them...
