OK. The fundamental issue here is that the English sources are
missing id="foo" XML attributes in the DocBook source.These tags need to be
there, and are missing in the original document. If it is time urgent, I
suggest you add some unique and reasonable tags to the English docs, and
then use these

The anwswer is both. If you go to
http://apps.dhis2.org/demo/dhis-web-commons-about/help.action
and select "Designing a data set" section or "Getting started with DHIS
2 as end-user" section there is nothing there... maybe these sections
shouldn't be there...

yes that is the way it is supposed to work at the moment. There are of
