When the hovering didn't work - are you sure there were no overlays
activated? And, when the popup didn't appear - was the selected polygon
still marked with the usual bold outline?

the hovering and zooming. Sometimes, the popup window does not come when
I hover, sometimes I can zoom when over the geojson polygons, sometimes
not.
Needs further testing - probably also with different browsers.
