I updated the cmake requirements so that this will get caught at
configuration time now (for 7.99 only; we'll still support older wxWidgets
on the 7.0 branch)

The Fedora 36 nightly builds are failing because wx 3.0 doesn't have the
GetCharExcludes() function. F37 and newer are ok, because they have wx 3.2
which does have that function.
I don't intend to produce a 7.0 build for F36, unless I'm forced to by a CVE
that cannot be fixed in 6.0.
