redhat-rpm-config-230-1.fc38, the "%configure" macro will check for
the availability of the "--runstatedir" option in the configure script

Automake version 1.17 will land in rawhide in a short while.
Please be aware that a 18 packages that depend on automake fail to build
due to the version upgrade (they have a dependency on version 1.16). The
