Files in /etc/xdg/autostart should be declared as %config(noreplace)

I want to start a discussion about xdg autostart. The problem is that system adminstrators should be able to install packages so software is available for users, but they should be able to configure which programs are autostarted on desktop login. Currently, I can modify files in /etc/xdg/autos
