booting failed on qemu

I am trying to boot fedora with qemu, but I am getting error. I have downloaded Fedora-Developer-Rawhide-20190126.n.0-sda1.raw and fw_payload-uboot-qemu-virt-smode.elf, trying to boot using qemu. Please can any one suggest me how to do. error: billa@billa:~/MDP/fedora$ qemu-system-riscv64

Without Correcting right URL to fedora-33-riscv64.cfg file we can not use MOCK for rebuilding SRPM's for RISC-V architecture. Can anyone please suggest what I can do now to correct it?. How can I contact MirrorManager to correct the URL to the right location?. Thanks in advance Billa
