I've orphaned tcl-togl. It is currently FTBFS, would at some point
anyway need porting to tcl/tk 9, and nothing in Fedora currently uses
it. I packaged it at the time as a dependency for netgen-mesher, but
then switched to the modified copy netgen bundles.
