Depending on the threat model, then DT_BIND_NOW and/or LD_PRELOAD

I've prepared rebase of poppler to 21.07.0 in the side tag
"f35-build-side-43960". I'm asking you to build your dependent packages
in it and I will ask to merge it to main branch next Monday (2nd of August).

cups-filters's been rebuilt in side tag as cups-filters-1.28.9-5.fc35.
I removed the build requirement for poppler-devel, since it is no longer
needed (all stuff is now covered by poppler-cpp-devel).
