from my poing of veiw this is a huge step backwards
all of that what the "feature" provides was possible long ago
in a more predictable way

ok, with "dracut-nohostonly" installed you become
/usr/lib/dracut/dracut.conf.d/02-nohostonly.conf
which is overriden by the since a long time existing
/etc/dracut.conf.d/91-host-only.conf to have the
same behavior as before
