It could be that a policy is needed. Similar to
https://fedoraproject.org/wiki/Packaging:Guidelines#Non-ASCII_Filenames
but for RPM

I am not much clear how to fix it.
We will discuss this bug in next fedora fonts meeting. I think we need some
attention from upstream
