There's a separate natural scrolling setting for mouse and touchpad. Did
you change the right one?

In the Mouse & Touchpad settings dialog where one can select/deselect
Natural Scrolling there is no difference between settings. The
view/window is moved around the contents, i.e. not "Natural Scrolling"
The machine is a Thinkpad x240, OS is F24, just upgraded from F23 a day
or so ago.
