Pretty much this. The world has enough reinvented wheels as it is. I'd
like to see a clear use case and implementation example without
handwaving about dbus and so on.

My anecdata beats your anecdata. Preupgrade works fine for me, and has
done for several releases now. Considering it's just anaconda with a
reboot in the middle, that's not too surprising.
