Yes, the windows install exists in BIOS and yes if I manually select the entry
it will boot into windows.
However, when I do not enter BIOS and just try booting normally I boot loop
consistently.

Thats what I'm doing! I'm not using a dual boot setup or GRUB. I'm installing
windows directly on the hardware with no other operating system. I'm fully
wiping the disk, as well.
My best guess at this point is I'll need to flash BIOS to reset things, but

Just a FYI but after installing the fedora 42 beta and then reinstalling
windows 11 I get constant boot loops.
The only way to boot is to go into BIOS and select the boot drive manually.
