libasr: RPM package retired

Hello there, To whom it may concern: the package "libasr" has been retired in Fedora. The upstream project declared it as "not maintained anymore" [1], and suggested to use a bundled version. The library has no dependencies in standard repos (except for "opensmtpd"), and will not affect anything.
