I don’t think there is enough information to understand what this
proposal actually means, even in general terms. What kind of graphics
need upscaling, and to whom do they belong? When would they be upscaled,
and why? Who would benefit, and how?

Package "coreutils" is part of the build-system core set of packages
for many, many years and thus doesn't need to become a BR.
