I'm updating nifticlib to v3. This includes a soname bump in one of the
shared libraries:
libznz.so.2 -> libznz.so.3.
Only `vips` and `xmedcon` depend on this particular shared library. vips
builds fine with the new version, and xmedcon is FTBFS for other
