armadillo soname bump to version 12

Hello there, I plan to bump the major version of the Armadillo linear algebra library to version 12 for rawhide next week; this will be an ABI/API change. I will rebuild the package and its dependencies (looks like gdal and mlpack only) in the side tag 'f40-build-side-79101'. Thanks! Ryan --
