protobuf update coming to rawhide

The upstream project has been deprecated upstream in favor of shipping ufolib2 (available as python3-ufolib2) as part of the fonttools project (python-fonttools). I will retire python-ufolib at some point during this week, unless someone raises any concerns for not proceeding in this manner. ___
