License change of several Java packages

During licensing review several Java packages have been found out to have inaccurate license tags. I have fixed them in my forks in dist-git and I will eventually build fixed packages. Summary of changes made follows. spec-version-maven-plugin: -License: CDDL or GPLv2 with exceptions +Licens
