filed this bug a couple weeks ago but somehow lost track of it, and
also it's possibly not the right location for the bug report as it
relates to what's offered on getfedora.org

You very likely have an /etc/koji.conf.rpmnew.
Could you please move that over /etc/koji.conf?
If not, maybe you have a ~/.koji, with custom config, you might need to remove.
If you have neither, can you make sure you have at least these package versions
(from [1]):
