octave-symbolic license change from GPLv2+ to GPLv3+

Getconf error in 32-bit Koji

I had a build failure in Koji for Rawhide on i686 caused by this error: getconf: Couldn't execute /usr/libexec/getconf/POSIX_V6_LP64_OFF64: No such file or directory http://koji.fedoraproject.org/koji/taskinfo?taskID=8859938 I fixed the build by passing the same builder options to make install
