Upstart conflicting with systemd in rawhide (BR on /sbin/shutdown)

I encountered this problem recently when upgrading/testing some packages. apache-commons-configuration depends on tomcat5, that depends on redhat-lsb and redhat-lsb itself depends on /sbin/shutdown. Now instead of pulling systemd to provide this command, upstart gets pulled in and causes conflict.
