AFAICT, agenda approvals use initials rather than ids, and the setting
appears to be taken from a user configfile on Whimsy.
However it seems some directors config files contain 'initial'

Currently, my approval of project reports via Whimsy as a director would be
recorded as `zc`, while I'd expect to be `tison`.
