For reference, the current Chair just explictly asked people to use
apacheids over on slack:asfboard.
I would merge myself but don't trust myself this week with code changes!

The board has been clear last year (and I'm confident will this year) that
people should use apacheids for comments, not initials. Documentation probably
hasn't caught up yet.

I have seen initials as well as ASF ids in recent agendas/minutes, so it
looks like this is not being enforced.
Or is the intention of the change to ask people to use ids rather than
init
