The cache plugin API was incomplete. Parts of it were moved to
proxy/api/ts/experimental and parts were removed or disabled if they
were too broken.
We do plan on having a new cache API, probably for 3.2.

I was trying to use cache_plugin @

on traffic server 2.1.9.
The API TSHttpCacheReenable could not be found while loading the plugin.
However, its there in ts.h.
