Briefly, I want to inspect the content data of HTTP responses for all of my
Transactions and store them on disk / in memory. From a few hours of
reading, I've decided that creating a

In Traffic Control we use a weight of .990. Is there any reason to use this
value instead of a 1.0 weight?

The weight is only used for round_robin = consistent_hash. It is ignored for
all other strategies.

I'd like to update the parent.config documentation to include the
weightings feature -- there is an example that shows it, but no text
that describes it. So, I have some questions :)

Its true. I started using this plugin for removing the query strings from
the requests. But when I checked the documentation, I found that the same
plugin can be used to whitelist user-agents also.
