I don't think we can ever gaurantee that there will always be space
available, and since we already evict when we need space, we should just keep
doing that IMO

Hi,
The " Not Found on Accelerator " and "Multi-Hop Cycle" logs seem indicate that
ATS itself is acting as parent/origin for some urls, maybe you should take a
deeper look at your config files.
