Yes of course there are usually few RCs until the final release, thanks for
the clarification.
Just wanted to make sure that this timeline is valid and the awaited 4.0
version can be expected in the next 2-5 months or so to plan internally for
the 4.0 adoption...

To be clear, it means `branch-4.0` will be created on January 15th as a
soft feature freeze.
After cutting branch-4.0, we still allow the feature backport decision of
PMC members for a while.
