I'm terminating this vote since I'm planning to start the next set of release
candidates (candidate-2) for 3.0.9, 3.3.4 and 4.0.2 since I missed including
Netty 4.1.116.Final upgrade in candidate-1. Relevant fix in Netty is mentioned
in the Netty upgrade PR https://github.com/apache/pulsar/pull/
