I'm volunteering to handle the release manager role for Pulsar 4.0.
For the timeline, I'll suggest a slight update. Instead of having 3 release
candidates, we would have 2 planned release candidates.
The target release date remains Oct 10th.

Hi all,
We have the next LTS release, Pulsar 4.0, scheduled for October.
For LTS, releases, our release policy states a 3 week recycle [1].
Suggested timeline:
2024-08-09 - Create & merge PR to bump master branch's version to 4.0.0-SNAPSHOT
2024-09-15 - code freeze for 4.0 by branching branch-4.
