Sorry for the inconvenience. We're optimizing the Doc Bot, it does not
function well sometimes.
A quick workaround is to re-trigger the Doc Bot (eg. untick the doc label
check box and tick it again in the PR description), then it will work
normally.

Thank you for this tip. That helped me move [0] forward.
Doc bot failures are more serious now because the doc bot is now a required
status check for a PR to be merged.

I left a comment here https://github.com/apache/pulsar/pull/16368 because I
think this pull is the culprit
If we don't find a quick solution, I'll push a revert to unblock the master
branch
