I would like to start a discussion to cherry-pick PIP-364: Introduce a new load
balance algorithm AvgShedder into branch-3.0, branch-3.2, and branch-3.3.
This PIP introduce a new load balance algorithm with higher bundle switching
accuracy and stablity.
