The development process of the pulsar-java-contrib project was not detailed
before. I proposed a process to simplify the development process and
provide detailed designs and instructions for large proposals to facilitate
better use by users.
It can be summarized as follows:

Your suggestion is very good. Pulsar-java-contrib is an open repository.
I am not sure about the necessity of PCIP. The original idea of building
this PCIP is to make some larger Improvement Proposals known to the
+1 (non-binding) , we will try our best to make it happen
