I would like to propose introducing a configuration property in
ClientConfigurationData through PIP-408，which aims to eliminate redundant
request retry logic between AsyncHttpClient and AsyncHttpConnector.

We need further discussion as the current design does not easily allow
us to determine whether it is the broker, topic, or subscription that
has throttled the subscription.
