For Ozone Jira tickets, most blocker and critical tickets have been
confirmed not a blocker to the 1.4.0 release.
For Ratis side, since Ratis 3.0.0 is coming to release, we'd like to
include the new version of Ratis in 1.4.0, so we will cut the branch and
start the release process
