Tencent will choose the first merged back version as a production candidate,
and start to deploy SCM HA to our prodcution environme

SCM HA has been under development for quite a long time. Merging back to master
is a milestone for this feature.
Having full HA functionality is the prerequisite of making Apache Ozone
production ready, and SCM HA make us closer to this target !
